Short CV

Bernard Steunenberg is Professor of Public Administration at Leiden University since 1999. His main research interest is the analysis of European politics and policymaking including the relationship between the Union and its Member States on the transposition and implementation of European policy.  His broader research interests include game theory, public choice and analytical politics. His articles have been published in the British Journal of Political Theory, the European Journal of Political Research, European Union Politics, the Journal of European Public Policy and other leading journals.

He teaches courses on European politics, decision making, analytical politics and public choice, and regularly organizes national and international discussions on the European Union. He has been a visiting scholar at various universities, including a Fernand Braudel Senior Fellow at the European University Institute, Florence.    

Research

Research on EU decision-making
Central to his work is the strategic interaction between political actors, their interests and the formal and informal structures of the decision-making process. He focuses on legislative procedures and the balance of power between the main European institutions, the functioning of comitology procedures, the position of the European Parliament in the EU, the role of working parties in the Council of Ministers, and the impact of trilogies as part of the co decision procedure, among others. A recent project explores the effects of the Lisbon Treaty.  

Research on coordination and implementation of EU policy
In this field of research he explores national coordination mechanisms and how domestic actors, including national parliaments and ministerial civil servants, influence European policy. This includes investigating the ways in which European policies affect national policies and implementation structures after their adoption. In addition, Furthermore he is interested in how national transposition and implementation of policy affects the success and effectiveness of European policy.

Teaching

Teaching on Europe
Currently he offers regular courses on European Union Politics and Policy (BA), EU Decision Making (MA) and Implementing European Policy (MA). In addition, he teaches an honours class on The post-Lisbon challenges (2011-12) and capstone projects for MA students (in September 2011 started a capstone titled Municipalities and the EU).

Administration

Discussion and debate on Europe
As Jean Monnet Ad Personam Chair in European Politics I established the Jean Monnet Center of Excellence at Leiden University in 2010. In this center EU scholars at Leiden work together with researchers from the Netherlands Institute for International Relations Clingendael and The Hague University of Applied Sciences in order to discuss European issues, advance further collaboration, and develop new research.
