The Institute of Public Administration offers a pre-master's programme in Public Administration, which runs in the first semester of each academic year.
Admittance Pre-master's programme
To be accepted to our Master’s programme you might need to brush up or gain some specific knowledge and skills. Once the Admissions Board of the Institute of Public Administration has received your application, the board compares your knowledge and skills with those acquired during the BA Public Administration as taught at Leiden University. When these two overlap for the majority but not all of the skills the Admissions Board will send you a letter which states which course(s) you need to obtain in order to be admitted to the Master’s programme. These courses are (an) open university course(s) and/or (an) e-module course from Leiden University. The Admissions Board states exactly which courses you need to obtain in order to cancel out your deficiencies in the aforementioned letter.
How do I apply for the pre-Master’s programme?
Please note that it is not possible to enter the Pre-master's programme before you have submitted your application for the Master's programme and received a decision from the Admissions Board. For more information, please check Msc Public Administration.
What are the costs for following a pre-Master as a post-propedeutic (bachelor) student?

Excluded are the costs for housing, insurance, literature, course materials etc! Each module will be concluded by an examination with one retake opportunity. Candidates will receive the prospective student ("cursist") registration card upon receipt of the course fees. Prospective students ("cursisten") have access to ICT facilities such as Blackboard (the digital learning system for E-modules), U-mail and the University library. If you have an alternative suggestion for courses by which you might cancel out your deficiencies, you can submit this suggestion for approval with the Admissions Board.- After finishing the course(s) you can start the Master’s programme in February or September.
- In regards to Open Universities courses: fees and enrollment options differ per open university. You will have to arrange this yourself. Public Administration offers no information on schedules, costs, literature etc.
The Institute of Public Administration also offers a Dutch-language Pre-Master programme which runs in the Fall semester of each academic year but this is only suited for Dutch-speaking students:

The Pre-Master programme starts only in September and ends in January. No Pre-Master courses are offered in the second semester
What are the costs for following a pre-Master as a contract student?
The price per ECTS is € 75,00 (subject to annual change) excluding costs for housing, insurance, literature, course materials etc. This means that all courses are € 375,- except for Introduction to European Union, Politics & Policy (€ 175,-) and Public Organization and Policy Theory (€ 750,-). Each module will be concluded by an examination with one retake opportunity. Candidates will receive the prospective student ("cursist") registration card upon receipt of the course fees. Prospective students ("cursisten") have access to ICT facilities such as Blackboard (the digital learning system for E-modules), U-mail and the University library. Please note that prospective students from the Netherlands/EU are not entitled to receive study grants (“studiefinanciering”), nor the public transport season ticket ("OV-jaarkaart") via IBG (Informatie Beheer Groep).

NB Only the Admissions committee can inform you (after your application) about your possible admission; the study advisor can't inform you about this.
Can I take the Pre-Master courses during the Master
No, you cannot take Pre-Master courses during the Master. Succesfully finishing the Pre-Master is a condition for admission.
How do I have to apply for the Master of Public Administration once I have completed my pre-Master?
Prospective students who have completed the pre-mastercourses must email ms Jolanda den Heijer in order to obtain a new decision on admission. Please use the following subject: new decision needed premaster courses finished. With this new decision the student can register for the Master via Studielink. Note that attending the pre-mastercourses programme may lengthen the duration of stay in the Netherlands.
