Study within the EMPA Network! Students of Public Administration can study abroad via the EMPA exchange.
About EMPA
The EMPA Consortium was established in 1990-1991 as one of the first pioneering exchange frameworks for master students in public administration. When interested in Public Administration, the EMPA Network is the collaborative venture to offer you the unique experience of a fully-integrated graduate study program at the highest level.
You can enroll at the programme of your choice in one of these universities and spend one semester – free of charge – at another partner whithin the Network. Upon successful completion of coursework, you will receive the original EMPA Certificate, signed by both universities. Do note that all credits are extracurriculair!
Tuition fee
During the exchange you need to be registered at Leiden University. You don't pay tuition fee at the host institution but you do pay tuition fee to Leiden University. So the time that you spend abroad counts for the duration of your study. Dutch students thus risk the Halbe-heffing (fine for studying longer then two year).
Requirements
- Letter of motivation: a letter in which you motivate your choice for the EMPA programme. Your statement should be 400-500 words and written in English covering the following topic: Explain the reason(s) why you have chosen the EMPA programme. Convince the Institute of the fact that you have the intellectual capacities and personal skills to be a worthy candidate and representative of our institute at our partner university.
- Interview on motivation: after receiving the letter of motivation, we will invite you for a short talk with the coordinator of the EMPA programme at our institute.
- Proof of sufficient proficiency in English: IELTS-test level of at least 7.0 or TOEFL score of at least 600/250/100, evidenced by an appropriate test. This requirement does not apply if you have completed your education in Canada, USA, UK, Ireland, New Zealand or Australia, or an International Baccalaureate.
- Before departure all courses at our institute need to be passed and the student needs to have an approved thesis proposal.
